SCR 3-1150: Change minimum value for detector_temperature

Problem Summary
From sample data from Messenger’s MESS-E/V/H-MDIS-2-EDR-RAWDATA-V1.0:
DETECTOR_TEMPERATURE = -24.21 <DEGC>
The data dictionary has unit = K and minimum = 0. However, the sample label has <DEGC> (which is legal), but vtool still flags the negative value as an error.
