SCR 3-1134: Update standard values for SPACECRAFT_NAME & SPACECRAFT_ID

Problem Summary
Add the Hubble Space Telescope to the standard values for these two keywords. We’ve used this in previously archived data sets, but apparently the PSDD was not updated. We are working on companion data sets and want to continue the useage. SPACECRAFT_NAME=”HUBBLE SPACE TELESCOPE” SPACECRAFT_ID=HST
