SCR 3-1119: Distinguish Required and Optional keywords vs Projection in IMAGE_MAP_PROJECTION

Problem Summary
Some keywords are listed as REQUIRED in IMAGE_MAP_PROJECTION when, in fact, that is true only for some projections. Others are listed as OPTIONAL when, in fact, they are required for some projections. This SCR mandates a matrix showing whether keywords are required or optional versus projection. It then proposes a TBD method whereby the information can be most effectively translated into PDS validation procedures and tools. Urgency here mirrors urgency expressed in SCR 3-1115 version 2, which is on the same subject, but phrased more narrowly (imminent MRO delivery).
