SCR 3-1144: Extend maximum file name length to 40 characters

Problem Summary
The MSL mission has asked PDS to allow file names longer than the present standard of 27.3 for MSL archives. The MSL file naming convention encodes a lot of information in the EDR file name, and there is not enough room in 27.3 characters. This SCR proposes extending the maximum length to 40 characters (36.3).
