SCR 3-1064: Increase length of PATH_NAME

Agree with SBN: the number needs to be revised to be compiant with hard media approved for deep archiving

Based on Annes blog, we need to set the upper limit to 255 to retain ISSO 9660. I would vote yes with that change.

The length requested (287 characters) violates the ISO 9660 standard.

But I am a little worried that some of these labels/files will become unreadable if the new, longer length options are taken to extremes.
