SCR 3-1073: Update ARCHIVE_STATUS Keyword

Problem Summary
The definitions of the standard values of the ARCHIVE_STATUS keyword will be re-visited in light of current PDS practices. The standard value “LOCALLY ARCHIVED” will be dropped. The keyword will be moved from the DATA_SET catalog object to the DATA_SET_HOUSEKEEPING catalog object.
