SCR 3-1133: Remove ambiguity of 'T' in DATEs and TIMEs

Problem Summary: Remove: Section 12.3.2.5.1 Combining Date and Time - The letter T separating the date from the time may be specified in either upper or lower case. Convention is to only use 'T' as separator.
