SCR 3-1102: Expand the optional keyword list for the IMAGE object

Priority: high

Problem Summary

For the IMAGE object, add AXIS_ORDER_TYPE, LINE_DISPLAY_DIRECTION, and SAMPLE_DISPLAY_DIRECTION to the list of optional keywords. The keywords are mentioned in the last paragraph of Section A.20 of the Standards Reference but are not included as optional keywords. We specified high priority because this issue affects the international community, including the ESA/Rosetta archive.
