SCR 3-1123: Correct UNIT_ID Values for VELOCITY Keywords (formerly “Correct UNIT_ID Value for SC_TARGET_VELOCITY_VECTOR”)

Problem Summary
When the SC_TARGET_VELOCITY_VECTOR keyword was originally ingested, it apparently contained a typo in the UNIT_ID field. The UNIT_ID currently is “KM, which is not a valid unit for velocity measurements. The UNIT_ID should be corrected to “KM/S”
