SCR 3-1106: Update Standards Process

Problem Summary
The Standards Process, posted in 2005, needs to be streamlined, made commensurate with accepted practice, and vetted by at least the PDS Tech Session. This is not a standards change per se, but a revision of the procedures for maintaining PDS Standards.
