SCR 3-1125: Add “SETI INSTITUTE” to standard values for INSTITUTION_NAME and FACILITY_NAME.

Add “SETI INSTITUTE” to standard values for INSTITUTION_NAME and FACILITY_NAME. We need this to allow ingestion of several data sets nearing the end of Peer Review lien resolution.

“SETI INSTITUTE” should also be added to PRODUCER_INSTITUTION_NAME (“DYNAMIC” standard values) and PERSON_INSTITUTION_NAME (“SUGGESTED” standard values), perhaps via another SCR.

I was surprised to see “DECEASED” as an approved value for INSTITUTION_NAME. Otherwise, “SETI INSTITUTE” seems to fit very comfortably among its respected peers.
