SCR 3-1058: Change GenDataType of ERROR_MASK to NON DECIMAL

Problem Summary
The keyword ERROR_MASK was submitted with a General Data Type of CHARACTER. This is inconsistent with ODL usage for non-decimal numbers, and contrary to the precedent set by BIT_MASK, PACKET_MAP_MASK, and SAMPLE_BIT_MASK.
UpdateThis keyword has standard values of “BOTH”, “CONTACT1”, “CONTACT2”, and “NONE”, and therefore cannot be fixed by being updated to NON DECIMAL. The presence of these standard values is inconsistent with the MASK class word. It is the opinion of the Standards Coordinator that there are no simple fixes for this keyword and that therefore this SCR should be rejected.
