SCR 3-1082: Add atm (atmosphere) as new unit id

Problem Summary
The current units list in the PDSDD.FULL does not contain a unit for “atmosphere” which is being used in MRO data sets I am reviewing. A quick web-search turns up the following definition (from Wikipedia): Atmosphere (unit) When expressed as a measurement, an atmosphere (symbol: atm) or standard atmosphere is a unit of pressure roughly equal to the average atmospheric pressure at sea level on Earth. It is defined as 101.325 kPa and equal to the pressure under 760 mm of mercury.1 atm = 1013.25 hPa = 1013.25 mbar = 101.325 kPa = 760 mm of mercury (mmHg) = 29.92 inches of mercury
