SCR 3-1120: Add PPI to CURATING_NODE_ID

Problem Summary

Add the value “PPI” to the standard value list for CURATING_NODE_ID. The current value used is “PPI-UCLA” which is not generic. We plan to replace all instances of “PPI-UCLA” in the catalog with the value “PPI”. Eventually “PPI-UCLA” will be removed from the list of standard values.
