SCR 3-1162: Add Astronomical Unit (AU) as a valid unit

Problem Summary
Add Astronomical Unit (AU) to the list of valid units.
The M3 mission has provided the following justification for this request:
In 2005, the USGS released The Unified Lunar Control Network 2005 as an open file report (see “http://pubs.usgs.gov/of/2006/1367/). In order to be compliant with LRO and other lunar missions, M3 selenocorrection uses the IAU standard for lunar radius. I suspect that PDS will be requested to add the unit AU to its dictionary by other lunar projects. It is preferable to use AU for SOLAR_DISTANCE for M3.
Note that according to the National Institute of Standards and Technology, astronomical units are identified as “units outside the SI that are accepted for use with the SI”. (See https://physics.nist.gov/cuu/Units/outside.html)

See blog comment. The issue is the IAU standard lunar radius; that is not the same as using A.U. as a unit of measure. This SCR should never have gotten off the drawing board.
Version 1 of the SCR was not approved by the Tech Group via web vote ending 12/25/09 of 4-4-1 (yes-no-no vote); the SCR will be returned to the working group.
