SCR 3-1089: Add Sub-Objects to FILE Object in PSDD

Problem Summary

The FILE object currently lists no sub-objects, either optional or required, in the Data Dictionary or in the Standards Reference. This absence of even optional sub-objects causes problems for vtool when it encounters objects within FILE objects.
