PDS3 Standards: Individual Issue

SCR 3-1149: Change STANDARD_VALUE_TYPE for INSTRUMENT_MODE_ID to SUGGESTED

Problem Summary: INSTRUMENT_MODE_ID has a standard value type (STANDARD_VALUE_TYPE) of DYNAMIC which requires PDS approval for changes.

The definition of INSTRUMENT_MODE_ID is: The instrument_mode_id element provides an?instrument-dependent designation of operating mode. This may be simply a number, letter or code, or a word such as 'normal', 'full resolution', 'near encounte', or 'fixed grating'.

Currently in the data dictionary are many values such as: IM1 and XXXXXH. There would appear to be very little merit in requiring formal approval for these types of values and with each mission and instrument a batch of new ones must be added because there is very little reusability of the ones already approved.

This SCR proposes changing the standard value type of this keyword to SUGGESTED.
