SCR 3-1104: Increase length of START_TIME & STOP_TIME keywords

Problem Summary: The current length of the START_TIME and STOP_TIME keywords is 24 characters which provides for a maximum time measurement to within milliseconds: CCYY-MM-DDTHH:MM:SS[.sss] MRO/HIRISE labels specify the precision of these keyword-values to within micro-seconds. The team proposes to increase the length of these keywords to 27 characters to accommodate the increased precision of the measured data and to amend the definition of these keywords in the data dictionary to reflect the modification to the formation rules. Change: Formation rule: YYYY-MM-DDThh:mm:ss[.fff]. To: Formation rule: YYYY-MM-DDThh:mm:ss[.ffffff].

(to implementation stage); Although I still believe it would be better to increase the length of the entire class rather than taking this one-by-one approach, which only serves to introduce more inconsistencies.

The increase to 50 characters means that we can represent fractional seconds to 30 decimal places. This seems to be capricious. A total length of 27-30 seems much more justifiable.
