SCR 3-1109: Correct DATA_SET_HOUSKEEPING object

Problem Summary: The pdsdd.full file od the DATA_SET_HOUSEKEEPING object contains a subobject, RESOURCE_INFORMATION, that requires the DESCRIPTION keyword. However, when we send DAA_SET_HOUSEKEEPING files to EN for processing, they are rejected as invalid because the EN ingest software expects to find the element RESOURCE_DESC in the RESOURCE_INFORMATION object. There is no RESOURCE_DESC element in the PSDD database or pdsdd.full file.
