SCR 3-1086: Increase the number of characters allowed for values of ID and NAME class data elements

Problem Summary

Periodically there are requests to increase the number of characters allowed for values of ID and NAME class data elements. This SCR requests that the number of characters for values of ID and NAME class data elements be reviewed for reasonableness and if warranted increased to a reasonably large amount to reduce the number of these requests.
