SCR 3-1092: Remove optional PSDD from many OBJECTs

Problem Summary
Many PDS objects currently list “PSDD” as an optional keyword, meaning that any keyword currently in the Data Dictionary is permitted in the object. This largely precludes useful validation of those objects. This SCR recommends the removal of this entry in the majority of cases.
