SCR 3-1045: RECORD_TYPE definitions for files consisting of multiple different object types

Problem Summary
For files with a RECORD_TYPE=undefined where there are multiple objects in the file, would like to suggest that each object in the file specify its own RECORD_TYPE, RECORD_LENGTH (if fixed), etc.
