SCR 3-1093: VOLDESC.CAT and Catalog File Pointers

Problem Summary: Catalog file pointers are currently defined in section 14.1.2 of the Standards Reference as include pointers. However, include pointers generally point to files containing fragments of labels rather than complete labels. This is not true in the case of pointers to catalog files contained within the VOLDESC.CAT. Secondarily, the CATALOG object appears to be the only object in which pointers are permitted.
