SCR 3-1039: consistency of multi-valued keywords within data sets

Problem Summary
In moving to XML and label-specific validating of data products, an issue has arisen when keywords contain varying numbers of values for different product labels within a single data set. Technically, this doesn’t violate current PDS standards. The question has been raised as to whether the standards should require a consistent number of values, with unused values being zero or null filled.
