SCR 3-1059: Update to PDS4

Problem Summary
The PDS Management Council has identified a number of problems with the existing standards and data dictionary. A number of these issues can be addressed as simple “clean ups”, but others will require some significant changes to our current standards. The list of what these significant changes are is not yet clear. This SCR is designed to serve as a place to identify, discuss, and track these issues. It is recognized that the extent of these changes may well result in a lack of backwards compatibility. Thus, the final changes will be implemented as PDS version 4.
