SCR 3-1076: Increase length of PRODUCT_TYPE character string

Problem Summary

Currently the length of PRODUCT_TYPE is 30 characters. The MRO CRISM team wants to archive products with longer values for PRODUCT_TYPE. This SCR proposes increasing the length to 40.
