She did not believe we should even be discussing a draft policy for the MC to consider. Todd King agreed and said that Elizabeth had not received direction from the MC to come up with a policy on compression, and therefore should never have even written a draft. Elizabeth responded that MC has made it Elizabeth's highest and only priority to get the JPEG 2000 issue resolved and that the tech folks had previously directed the EN to produce a data compression policy (as a separate SCR) as the Tech Session couldn't make decisions about the JPEG 2000 SCR without a compression policy in place. Todd agreed. Susie suggested that we either: (1) Agree to go ahead with the compression policy, or (2) Agree to table the policy and proceed with the JPEG 2000 SCR without a compression policy in place. Anne/Todd stated that JPEG 2000 SCR should be decided by tech folks strictly on the basis of its technical merits, and leave the decision of whether or not to permit compression in general up to the MC. Let's make certain that everyone agrees that we're not going to come back next time and demand a policy is in place before continuing with the JPEG 2000 SCR. Mitch: The meeting minutes should indicate that we are going ahead with evaluation of JPEG 2000 on the basis of some technical issues, but there are higher level policy issues that need to be resolved by MC such as when, if ever, compression should be used. Todd warned that PPI would be evaluating the merits of JPEG 2000 based on his own criteria and that those criteria would probably be along the lines of the rules laid out in the draft policy. Elizabeth asked how can the TechSession decide on an issue when we don't have an agreed upon set of criteria against which to evaluate it. Todd said each node can have its own criteria. Elizabeth indicated that she will table the data compression policy (for the time being) and will focus on having the JPEG 2000 SCR ready for discussion before the Tech Session scheduled for next week.
