-Instrument/Instrument Host Relation (S.Hughes)

 There is a limitation in the model

 There have not been more than a few many-to-many inst-inst host relation 
 in the past, all with small bodies data sets
 
 Discussion revolves around the distinction between instrument and 
 insthost: Instrument with optics included (lead: Simpson) vs 
 instrument/host broken at focal plane (lead: Raugh)

 General discussion on history of distinction:
 In PDS version 2 there were many keywords describing instrument 
 properties: optics/filters/electronics/...
 
 Lyle H makes point that both Dick and Anne are correct: that inst is 
 with telescope, but for practical reasons we should allow the focal 
 plane split

 WG agreed unanimously on presentation of SCR to tech session:
 Rye, Slavney, Alanis, Zender, Grayzeck, Huber, Joyner, Hughes, Isbell, Guinness

 There were several comments on SCR, mostly small issues.  Substantive issue concerned
 CUBE/QUBE relationship, and how this would be expressed in the Standards.
