Change catalog files from 72 bytes to 80 bytes               SCR3-1110.v1

Problem:
--------

Catalog files are currently limited to 72 byte records. The reason for 
this no longer exists (?). The record length for catalog files should 
be expanded to 80 bytes.


Current Urgency:
----------------

Tools development at EN and at external organizations such as ESA may
end up being written to limit catalog files to 72 byte records. There
is (or should be) no longer any reason for catalog files to be 72 bytes
so future tools should not force this limitation.


Proposed Solution:
------------------

Change the Standards Reference and the Planetary Science Data Dictionary to 
allow catalog files to be 80 bytes instead of 72.


Impact Assessment:
------------------

(1) There is no impact on existing products.  
(2) There is an impact on the Data Dictionary in that the following fields 
    in the Sybase PSDD will have to be modified to accommodate the increase 
    in length:

There is a minor change to be made to the Standards Reference.

The validation tools distributed by EN will not be affected by the above changes
as they validate against the pdsdd.full.  Tools developed internally at the 
Nodes could suffer if those tools do not validate against the pdsdd.full.


Additional Information:

Other documents (e.g., PAG and APG) are not affected.


Requested Changes:
------------------

(1) In paragraph 4 of the introductory material to Appendix B, change
    "should not exceed 72 characters" to "should not exceed 80 characters".

(2) Modify the above fields in the Sybase PSDD to reflect the increase
    in length from 72 to 80 characters.
    
I have not been able to find any other reference to this limit (but I 
wouldn't be surprised if there were others).
