SCR 3-1146: Update reference format to handle DOIs
Priority: high
Problem Summary: Many professional journals have recently begun adding a "Digital Object Identifier" to their references. We need to update our standards to accommodate these. Changes will likely have to be made to the PSDD, the Standards Reference, and the REFFIND software tool.
