SCR 3-1118: Resolve Documentation Requirement Inconsistencies (was "Add ICD, SISes to Volume Documentation in StdRef")

Problem Summary: Since section 3.5.1 of the Proposer's Archive Guide states that "The most current version of the ICD should be included in the archive.", the Standards Reference chapters 10 ("File Specification and Naming") and 19 ("Volume Organization and Naming") should be updated accordingly. Section 3.5.2 calls for the inclusion of data product and archive volume software interface specifications as well, so these, too, should be added.
