SCR 3-1136: Add new keywords AZIMUTH_RESOLUTION and RANGE_RESOLUTION

Problem Summary: Data products from the Mini-RF radar instrument on the LRO and Chandrayaan-1 missions need two new keywords, AZIMUTH_RESOLUTION and RANGE_RESOLUTION. The definitions are general enough to be applied to other radar image data, so they are proposed for addition to the PDS Data Dictionary rather than the missions' Local Data Dictionaries.
