SCR 3-1137: Correct Typos and Similar Errors in the APG and PAG

Problem Summary: The Proposer's Archiving Guide (PAG) and Archive Preparation Guide (APG) have typos and other errors, some of which are corrected in the SCR 3-1118 revisions. Others were missed or were judged to be outside the scope of SCR 3-1118 but still should be corrected noew that they have been identified.
